License changes while Prism runs

Prism adopts a license that changes from outside while it runs, without a restart: a key installed with the command-line tool, or a license that passes its expiry date. Prism shows no message for such a change. The License block on the Home page updates, and each workspace window rebuilds the object it shows with the features the new license grants.
